This will reduce the linux high resolution slack timer in IPCPs. Linux
default for userspace processes is 50us. It is configurable at build
using IPCP_LINUX_SLACKTIMER_NS. Default is now 1us.

This was beneficial on dual-XEON CPU systems, but on most hardware,
this kills performance when running multiple IPCPs on a single CPU.

This removes the raptor IPCP. The code hasn't been updated for a
while, and wouldn't compile. Raptor served its purpose as a PoC for
Ouroboros-over-Ethernet-Layer-1, but giving the extreme niche hardware
needed to run it, it's not worth maintaining this anymore.

This adds a broadcast IPCP that allows us to easily create multicast
applications. The broadcast IPCP accepts flows for "<layer_name>.mc".
A tool, obc (Ouroboros broadcast), is added that sends and reads a
message to a broadcast layer.

The signals are now handled in the main thread instead of an
asynchronous signal handler. The acceptloop is now correctly cancelled
and the associated timeouts are removed.

selected by setting the loss parameter of the qosspec to 0.

This sets updated default values for the default build. A higher
connect timeout until we have asynchronous local IPC. Disabled SWIG
since the lastest gcc reports an error. IPCP flow stats enabled by
default since their impact on the performance is very limited. Waiting
for the directory to enroll before returning to increase stability.

This adds the option to wait for the directory (DHT) to enroll on
creating a new data transfer connection. This makes scripting network
bootstraps more stable. The default setting is OFF.

This adds a function that locks a thread to a random core. This
greatly improves performance on multi-cpu systems. There is no
portable way to do this, this only implements it for GNU/Linux.

This adds an IPC Process that uses DIX Ethernet with an Ethertype that
is configurable at bootstrap. This allows parallel DIX layers over the
same Ethernet network with different Ethertypes (and one LLC
layer). It allows jumbo frames in the future, and should avoid the
problems we have with some routers not handling LLC traffic very
well. The destination endpoint ID is sent as a 16 bit integer, so the
maximum payload is 1498 bytes in standard Ethernet, and 8998 bytes
when Jumbo frames are used.
The implementation is very similar to the Ethernet LLC IPCP, so it is
implemented using preprocessor macros in the single source instead of
duplicating code.

This changes the terminology to use layer instead of DIF and deprecate
the word "shim" for the IPCPs that attach to Ethernet LLC and UDP .The
terminology has not yet been changed in the variable names etc.
This reflects the design choices in Ouroboros to make IPCPs pure
resource allocators instead of also providing an "IPC service". The
Ouroboros IPCPs that attach to Ethernet and UDP implement the
allocator and are thus not really shims.

This revises the sdu_scheduler of the normal IPCP to create a
scheduler thread per QoS cube and let the kernel scheduler schedule
them based on a priority. Priorities can be set at build time in a
range of 0-100, which will be mapped onto a suitable priority for the
kernel scheduler. The current scheduler policy is fixed to SCHED_RR
since it is the most suitable scheduler defined by POSIX.

This revises the build system to have configuration per system
component. System settings can now be set using cmake.
The standard compliance defines were removed from configuration header
and are set in the sources where needed. Also some small code
refactors, such as moving the data for shims out of the ipcp structure
to the respective shims were performed.

This adds the basic FRCT mechanisms to the library. Upon flow alloc or
accept an FRCT instance is now created and used when reading or
writing to the flow. The timerwheel has been refactored to allow
recharging timers and removing them and is now part of the
library. The first SDU sent over the connection has the DRF set and
this initializes the connection. Sender and receiver inactivity timers
are added.

The ipcp-ops header was removed and merged into ipcp.h. The common
components dif_name and ipcp_type have been moved to the main ipcp

and will only include the shim_data if the type is not an IPCP_NORMAL.
All ipcps have been adapted to this change in API.

This adds a build target 'check', which executes a test suite for
every daemon/library. Every test suite consists of a test driver that
executes a function in a file with the same name as the function. The
compile_debug script executes the 'check' target to validate there are
