tools: Default ocbr to sleep and add --spin option

Busy waiting can be enabled using --spin if needed. Signed-off-by: Dimitri Staessens <dimitri@ouroboros.rocks> Signed-off-by: Sander Vrijders <sander@ouroboros.rocks>
