The link_state component tried to unregister from the notifier while
it had threads running.
The deadlock happens when notifier_event had a rdlock trying to delete
a neighbour, while notifier_unreg tries to take the write lock. And
the delete can't complete in the notifier.

We need to make sure that all threads are stopped before unregistering
from the notifier.
Updated link_state to use the start/stop() paradigm and not
create/cancel threads within init/fini().

Each policy folder will now have a pol.h file, so that (in most cases)
adding a new policy only requires changes inside the policy folder.

The policies were all in a single folder pol/, and have been moved to
a folder per component/mechanism to keep things a bit more orderly.

This adds an equal-cost multipath routing policy to Ouroboros, based
on Nick Aerts' code. When selected, flows will send packets over all
paths with equal cost (hop count). Path selection is round-robin. It
does not yet take into account flows that are down.

The Packet Forwarding Function (PFF) was user-configurable using the
irm tool. However, this isn't really wanted since the PFF is dictated
by the routing algorithm. This moves the responsability for selecting
the correct PFF from the network admin to the unicast IPCP
implementation. Each routing policy now has to specify which PFF it
will use.

This completes the renaming of the normal IPCP to the unicast IPCP in
the sources, to get everything consistent with the documentation.
