The qosspec_t now has a timeout value that sets the timeout value of
the flow. Flows with a peer that has timed out will now return
-EFLOWPEER on flow_read() or flow_write().

The cypher_s field in QoS was sometimes 32 and sometimes 16 bits. This
is now corrected to be 16 bits.

This adds a per-message symmetric encryption using the OpenSSL
library. At flow allocation, an Elliptic Curve Diffie-Hellman exchange
is performed to derive a shared secret, which is then hashed using
SHA3-256 to be used as a key for symmetric AES-256 encryption. Each
message on an encrypted flow adds a small crypto header that includes
a random 128-bit Initialization Vector (IV). If the server does not
have OpenSSL enabled, the flow allocation will fail with an -ECRYPT
error.
Future optimizations are to piggyback the public keys on the flow
allocation message, and to enable per-flow encryption that maintains
the context of the encryption over multiple packets and doesn't
require sending IVs.

The QoS specs were defined in the source file instead of in the header
file, which resulted in uninitialized structs being used, which gave
rise to weird behavior in the library.

The flow allocator now passes the full qos specification to the
endpoint, instead of just a cube. This is a more flexible
architecture, as it makes QoS cubes internal to the layers.
Adds endianness transforms for the flow allocator protocol in the
normal IPCP.

This adds a QoS cube that allows sending packets directly over a raw
flow, without an FRCT state machine. Flow allocation with a NULL
qosspec will now default to such raw flows.

This replaces the flow_set_* commands with a single fccntl command
that can configure flows and the FRCT instance.

This adds more Quality of Service support to Ouroboros. One part is
the network specific characteristics such as bandwidth, delay, ...
The other part is end-to-end QoS like reliability, window based flow
control, ...

Our mailserver was migrated from intec.ugent.be to the central
ugent.be emailserver. This PR updates the header files to reflect this
change as well. Some header files were also homogenized if the
parameters within the functions were badly aligned.

Now correctly relays the qoscube end-to-end in the stack.
A simple function specifying the cube in the spec is used for initial
testing.
The translation is now done in dev.c, but it could be moved elsewhere

Receiver timeouts can now be set on a flow using the flow_set_timeout
function. Specifying NULL disables the timeout. The flow_get_timeout
function gets the value for the timeout.
This commit also deprecates fcntl in favor of flow_get_flags and
flow_set_flags functions.
struct qos_spec is typedef'd as a qosspec_t.
The tools and cdap.c are updated to use the new API.
Fixes a bug in operf client where the client's writer thread wouldn't
cancel on SIGINT.

This adds the intial implementation of establishing management N-1
flows between normal IPCPs. On calling fmgr_mgmt_flow, a management
flow will be setup to a certain destination IPCP. After flow
allocation, the fd is handed to the RIB manager. The flow manager also
listens for incoming flow requests. In case they are management flows,
they are handed to the RIB manager, otherwise to the FRCT.

This adds the QoS cube definition, which is an enum to select which
QoS is needed in the IPCP. An application has to use the qos_spec in
qos.h to define what it needs. The IRMd will map this unto a qos cube
definition.
Some headers are now also no longer installed on the system, since
they are only to be used within the irmd and ipcps.
